Conservation and Education Center Feasibility Study – Phase 2

Thurston Conservation District (TCD) invites responses from qualified consulting firms to complete Phase 2 of a
Feasibility Study for the development of a Conservation and Education Center (CEC) in Thurston County,
Washington. TCD is a local non-regulatory subdivision of state government, which matches local natural
resource concerns and needs with applicable technical assistance and financial resources to solve on-the-ground
conservation issues with proven effective conservation practices.

Project Title: Conservation and Education Center Feasibility Study – Phase 2 RFQ #2023-01

RFQ Response Due Date: All responses must be received by 4:00 P.M. Wednesday, March 8, 2023.
To aid in the development of joint venture responses, a list of those requesting the RFQ will be shared in an
addendum one week from the release of this announcement. When requesting the RFQ, please state if you want
to opt out of this list.

Estimated Time Period for Contract: April 27, 2023 – August 31, 2023

Responses must be received by Susan Shelton before the deadline. Faxed, in-person and mailed submissions are
not available. Late applications will not be accepted.

All responses and accompanying documentation will become the property of the District and will not be
returned. Vendors accept all risks of late delivery of emailed responses regardless of fault. Costs for developing
the RFQ response are entirely the obligation of the vendor

Zangle Cove Shoreline Restoration Project

This project involves the careful deconstruction and disposal of 135 linear feet of wire gabion bulkhead and additional sections of remnant shoreline armor (tire walls), removal and disposal of shoreline debris and detritus on the beach including a single wooden pile to be cut. The natural cobble and native fill located within and behind the gabions will be left on site and regraded to form a continuous sloped surface that will then be covered with up to 91 tons of beach nourishment composed of gravel and sand material. This project includes the installation of a modular platform and beach access stair that will be provided to the contractor. Plans, Specifications, and other pertinent information can be obtained by email request. TCD will be responsible for obtaining applicable environmental permits for the project.
