Kathleen Whalen

Kathleen has been with TCD since March 1996 and has served as the District Administrator since June 2004. She has held several positions while employed at the District including Program Assistant, Resource Technician, Program Manager, and Interim Administrator. Her responsibilities as administrator include management of: staff, delivery of services, grants, and the budget. She serves as the public relations officer for the District, which includes maintenance of the website, meeting with media press, and coordinating the annual Native Plant Sale, Conservation Tour and Open House events. Additionally, she is responsible for funding development (including grant writing) and coordinating the development of the District’s budget, annual work plan, and staffing plans. She also serves as the District representative on several committees, technical groups and the Natural Resources Youth Camp board of directors.

As the chief executive officer, Kathleen works with the Board of Supervisors to establish the overall direction, goals and policies related to the mission and purpose of the District. She coordinates implementation of the District’s Strategic Plan and provides reports on District programs and accomplishments to county and state officials, the WA State Conservation Commission, partnering agencies, and the citizens of Thurston County.

Kathleen possesses a BA/BS from The Evergreen State College in Environmental Sciences and Studies and has taken additional coursework in management and natural resources. She is a member of the AgForestry Leadership Program, Class 31. Kathleen has a comprehensive background in natural resources and related fields, including conservation planning, fluvial geomorphology, wetland delineation, land surveying, AutoCAD drawing, GIS mapping, streamside assessments, native plant ID and planting designs, marketing techniques, and educational material development.
